Priced per service, not per plan

Deel does not sell tiers. It sells services, each with its own per-person monthly price:

This is unusually transparent for the category, and it means you can model a budget without a sales call. It also means costs add up rather than bundle: recruiting five people, running eight contractors and employing two abroad is three separate lines.

At the time we checked, Deel was advertising US PEO free for three months as a limited-time offer. Time-limited offers expire, so treat that as a reason to ask rather than a rate to plan on.

When EOR stops being the cheap option

Employer of record is excellent value for your first hire in a country and poor value for your twentieth. At $599 a month, ten employees in one country is roughly $72,000 a year in EOR fees alone, which is in the region of what incorporating and running a local entity costs, with payroll and accounting on top.

The rule of thumb worth applying: use EOR to enter a market and test it, and revisit once headcount there reaches somewhere around five to ten people. Deel also sells global payroll for entities you own, so the migration path exists.

Contractor of Record is insurance, priced accordingly

The jump from $49 to $325 buys a transfer of risk. Under Contractor of Record, Deel becomes the party engaging the contractor and carries the misclassification exposure. Whether that is worth $276 a month per person depends entirely on your jurisdiction and how genuinely independent your contractors are.

For clearly independent contractors invoicing for project work, the $49 product is enough. For long-term, full-time-looking contractors in a country with aggressive enforcement, the premium is cheaper than a reclassification finding. That is a question for a lawyer, not a software directory, and anyone telling you otherwise is guessing.
