Power BI pricing in the UK is £10.80 per user a month for Power BI Pro and £18.50 for Premium Per User, both on annual payment and excluding VAT. A free account builds reports in Power BI Desktop but cannot share them. The step-up add-on is where the UK price list catches people out, because for anyone not already on E5 it costs more than the licence it steps up to.

The step-up add-on costs more than Premium Per User bought outright
Microsoft sells a £10.80 per user a month add-on that steps a Power BI Pro, Microsoft 365 E5 or Office 365 E5 licence up to Premium Per User. For an E5 holder, whose licence already includes Pro, that is the way to Premium Per User. For someone paying for Pro on its own, Pro plus the add-on comes to £21.60 a user a month, against £18.50 for Premium Per User bought directly - £3.10 a user a month more for the same licence.
What ten users pay in a year, with VAT
Microsoft's UK prices exclude VAT, and the standard rate is 20%, per GOV.UK. For ten users on annual payment:
- Power BI Pro, £1,296.00 a year before VAT and £1,555.20 with it
- Power BI Premium Per User, £2,220.00 a year, or £2,664.00 with VAT
- Moving all ten from Pro to Premium Per User adds £924.00 a year before VAT
